Light 2 not working in Oxen Cove car park Brixham

Light no 2 in the Oxen Cove car park is off, when it should be on (when it is night and dark). This light is a standard size one. It is situated behind a temporary fence (see photo). Anyone walking through the car park could feel vulnerable as it is so dark.
