Rats in communial bins

Sent to Brighton and Hove City Council less than a minute later. FixMyStreet ref: 6796479.

I have just watched eighteen rats (yes eighteen) climb out of a communial rubbish bin in car park front of 33-41 Burstead close bn1 7ht. How long are we expected to live like this,even if the lids on the bins are closed there are holes in the lids where the locks should fit.Why can we not have rat traps put down?.This has been done in other locations.
