Double yellow line parking

It’s been a few weeks but the double yellows line parking has returned. This person has been here since 10 am. It’s now lunch time. This is a very busy road and parking irresponsibly causes an issue for people exiting the side street. Last time I reported the issue the car was ticketed and the use of the double yellows decreased substantially. But people have short memories and it is beginning to build up again.
