Flooding outside our home

We live at 255 Lower Richmond Road TW94LU which is the A316 westbound Outside our property is a drain which floods every time we have heavy rain . This is now becoming a health and safety issue as the water spreads the full width of the pavement not just outside here but three or more houses up, causing people to use the bike lane. Mothers taking their children to the local school and pedestrians are walking in the bike lane, which is so dangerous with the speed of the bikes and the electric scooters that make such little sound it gives people little chance of moving out of their way. I have contacted Richmond Council several times who assures us it is the responsibility of the tfl. The tfl say that it is the council's responsibility. About a year ago we had an engineer come who put a camera down and said the tree roots are affecting the drain and said the drain doesn't seem to go anywhere, we also had a vehicle with a suction hose which made little difference. Could you please look into this before a child or person gets injured as bikes and scooters race along here at speed.we have reported this to several people over the years We would appreciate your help as Richmond Council say they are not responsible.
