Loose manhole cover. No-one can sleep.

Reported via desktop in the Utlility covers category anonymously at 16:28, Wed 20 November 2024

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 6765050.

The title says it all. Except to add here that the council have now twice removed the problem from this website! Why? It is has not been fixed, and there is no evidence that it is going to be. The council's response 'As this issue is not urgent we'll deal with it as part of a future planned work scheme in this area' beggars belief. There are many residential flats in this area and the noise is so loud I cannot sleep in my flat half-way down Marsh Street. I have emailed the two local councillors (both Green), https://democracy.bristol.gov.uk/ mgUserInfo.aspx?UID=28304 and https://democracy.bristol.gov.uk/ mgUserInfo.aspx?UID=73447 without getting a response.

  • This is simply outrageous. Below is the commentary from BCC, in which we were told the issue would be fixed, yet BCC then closed the issue saying it wasn't urgent and nothing would be done to fix the problem.

18th October 2024 - Ryan from BCC said, "work for BCC as a Streetworks Inspector and can assure you, on my end this hasn't been closed and still our priority - having been to site twice already to raise issue. As it's not our apparatus the necessary processes must be followed, naturally taking longer. Agreed - this has gone on for longer than necessary and understand all of your frustration but I will get a solution promptly. Will provide updates when I receive them."

28th October 2024 - Ryan from BCC said, "Phoned Virgin Media and obtained a reference number for this issue: 85316649. One step closer to getting this sorted - hopefully tomorrow will get an update for scheduled works."

6th November 2024 - Ryan from BCC said, "Called in to escalate: Outcome: Confirmation from Virgin Media that engineer to visit site, to make safe (or reduce noise) and to plan for remedial works. Ref: DM6-DIT-478050."

20th November 2024 - Posted anonymously by BCC, "As this issue is not urgent we'll deal with this as part of a future planned work scheme in this area."

The issue was then marked as closed, despite the issue having not been dealt with at all.

So, you can see how moronic the response has been from BCC that Ryan can evidently appreciate the situation and progress a solution, for the Council to then say this is nothing to do with them but they will incorporate it into future works. For the Council to say this is not urgent is to ignore everything we have been saying for over 8 months under reference 6063774 and 6348260, and to tell us we are not a priority, such that we should put up with the noise, is nothing but infantile.

This is simply outrageous. We cannot sleep. Every single time a vehicle passes over the utilities cover there is a crashing sound of metal.

Someone has in fact been to the site and has, to put it bluntly, dumped a lump of tarmac on the utilities cover, which has done nothing to fix the problem or reduce the noise.

Why has Ryan at BCC stopped this investigation? Why has no one followed up with Virgin Media using the reference numbers 85316649 and DM6-DIT-478050.

It is outrageous that you simply ignore these comments or, worse, state that this is not a problem. It is a problem! It is a huge problem.

I have again attached 3 photos. There is a series of 3 utilities covers in a row and the middle one of the 3 is the problematic one. You can clearly see the pathetic attempt at something (who can say what?) related to this problem with the lump of tarmac on top the cover.

PLEASE FIX THIS ISSUE. THIS REQUIRES IMMEDIATE ATTENTION. PLEASE DO NOT IGNORE.

  • Why are you, Bristol City Council, ignoring this problem? You have not replied on months. It is 02:14am (Friday, 7th February 2025) and the noise is horrendous. It is utterly horrendous. Every time a vehicle passes over the utilities covers we hear the crashing of metal.m. You have not needed 8 months to sort this problem, only to turn around and say ‘put up with it.’ Please fix rbis immediately.

  • It's now Monday, 17th February and still Bristol City Council ignores the complaints of the terrible noise inflicted on the residents of Baldwin Street and Marsh Street, due to a faulty services cover, which was brought to your attention months ago. The sound is appalling. This is your job to investigate and fix these problems, and where you may not have direct responsibility for fixing the services cover, it is your responsibility to coordinate the response, to monitor that response, and to ensure it is completed satisfactorily. PLEASE FIX THIS IMMEDIATELY. This situation continues to get worse and it is simply outrageous that your are ignoring this.

This is utterly disgraceful behaviour by BCC that you won't reply to this reported incident.

  • BCC - You are ignoring every single one of these comments. This is appalling behaviour. The noise from this service cover on the road is now worse that at any other time.

PLEASE STOP IGNORING THIS. THE PROBLEM IS NOW WORSE THAN IT HAS EVER BEEN. IT IS CONSTANT FROM ALL THE TRAFFIC PASSING OVER IT.

All the information regarding this has been contained within the comments. Please do something immediately.
