Ash Tree located on Highway land problem

One large tree (covered in ivy in photo) has been dead for 2-3 years. A few years ago the road was closed for ash die back work and the tree was marked for removal, but there were some delays to the the work above the village and the work was not completed. It seems to have been forgotten about.
The road is again closed today for more ash die back work, but that work is limited to an area about 300m east.
There are at least 5 other diseased (partially dead) ash trees within 15m of the large one I detailed above.
