Damage & unauthorised swing

I came home (11.08.15) to find a visitor of a neighbouring house putting up a swing strap in the tree on our green. The children that are playing on it have pulled down branches from other trees on the green only last night (10.08.15) and now because of the positioning of the strap, they are also stripping branches and leaves from this tree aswel. After a while he took it down however, The following evening the visitor put it back up again BUT also decided to cut branches off the tree. This person is not a qualified tree surgeon nor does he work for the council or have planning permission. St. Martins Green is usually a quiet picturesque neighbourhood but due to recent activities created by the visitor to the participating children, this has been disturbed and our landscape is getting damaged.
