Hedge Growing over Parking Spots

Parking Spaces opposite 19 and 21, Hedge growing over parking spot in small car park area where 3 cars should be able to park but only 2 are able. Efforts made to cut back but thicker, more dense hedge remains which garden tools are not able to tackle. Unfortunately this is causing an issue between residence.
