Bins not replaced, why?

Sent to Breckland District Council less than a minute later. FixMyStreet ref: 6754910.

This is more of an observation, why can’t the refuse collectors ever replace the bin to where they collected it from and why don’t they pick up rubbish they drop? Our bins are permanently at the entrance to our driveway in a line, when the collectors come they pick up the correct bin and once it’s empty they just sort of discard it in the vague direction of where it came from. Most of the time it’s just an irritation, but when on holiday and said bin is not returned to the line up for a couple of weeks, it shines as a beacon to all that no one is at home. I wonder if the council would accept responsibility if we are burgled. Why also, when rubbish is dropped during the transition between bin and lorry do the operatives never pick it up? If I drop litter I am at risk of prosecution for fly tipping or littering and yet there seems to be an immunity for refuse collectors..
