There is often loose bags of rubbish left at the kerbside on random days from the adjacent flats. They inevitably get split open and create a mess. Please remind the residents of the rules for disposing of rubbish. Can/should some sort of communal bin be provided for these flats? At what point does this become illegal fly tipping?
