Black bags been there 8 weeks

There are black bins bags next to Wheelie bins that have been there for 8 wks .This is a health hazard. Please could the council establish if this is their land the waste is on & remove it, or if it is the owners land ( outside a wall next to a willow tree) then the council should leave a note on the wheelie bin explaining why they wont take the rubbish. Why are the refuse collectors a) not taking it & b) not leaving a note why they wont? Its summer is a health risk.

  • No they are still there, there are also bags next door near the pavement and a saw has been near them for weeks
