Sent to Halton Borough Council less than a minute later. FixMyStreet ref: 6714109.

Percival Lane near Leinster Gardens. Litterbin overflowing and surrounded by further rubbish and dog excrement, which is a healthy hazard. It has obviously been overlooked by council so can it be emptied as soon as possible

All that Halton council will say is that it will get emptied when the rota dictates, with no regards to the mess in and around it!
