Vehicles have lapsed back into parking in the cycle lane

This was just one morning this week (07/11/2024), on a very busy stretch of road, and a dangerous one for cyclists, cars have decided to park on the double yellow lines in a solid line cycle lane, forcing cyclists into the busy traffic. Why can't they park in the carpark nearby? It's dangerous, irresponsible and needs to be enforced. I was hoping the resurface of this road and new markings would stop this.
