Planted area needs attention

Sent to Cherwell District Council and Oxfordshire County Council less than a minute later. FixMyStreet ref: 6708406.

There is a planted area on the right as you come into John Harper road (Has the metal deers in it). There are lots of dead plants that need removing and a general tidy up is needed. It has taken me 5 months so far to try and establish who is responsible for this land, as, to my knowledge, it has not been maintained since the site was built 9 year ago.

Your assistance would be greatly appreciated.
