Rock partially blocking drain

I originally reported this problem back in April and twice now you have reported it as fixed. It is clearly not and I would like you to explain how and why you think it is fixed please. The dumped rock is an obstacle for pedestrians and as we have no street lighting in the village could cause an accident. A vehicle has run into the rock and caused its location to change and partially cover the drain that was visible in one of the photos - the drain is no longer visible so when it floods what are we going to do? I belive the rock was originally placed on the grass verge by the occupiers of 3 Town Farm to stop vehicles driving/parking on the grass.
