Increasing number of driver confused by the lights system at the junction.

When traffic lights turn green for cars filtering out of Kingsley road or crown street on to upper parliament street, there has been a large increase in the number of cars who driving through the junction who are failing to see the red lights on upper parliament street driving from Smith down road. We are seeing on an almost daily basis drivers failing to stop and running trough the lights. I have just almost been involved in a crash for the second time today due to drivers not stopping at the junction or driving at the wrong time due to confusion caused by the position of the lights at the pedestrian crossing. I've seen cars, lorries, vans and an articulated truck fail to stop at these lights or driving at the wrong time and I worry it is only matter of time now until there is an accident or someone is killed. I've lost count of how many times cyclists have been endangered there. Until the last few months I had never seen this issue at the junction but now there are issues daily and I think that this needs looking at as people are being out at risk. CCTV surveillance on the junction to prosecute drivers failing to stop at the lights and possibly repositioning of the Filter lights at the crossing on upper parliament street heading into town might need to be considered.
