Again Rats have been seen

This house again are causing Rats with their rubbish, The people that rent it and council pays housing benefit for have been gone 3.+months and they have 4 others in there which is benefit fraud, The police have reports on them attending with 7/8/9 police officers at a time looking for the people that are meant to be there, This rubbish is causing rats and seen 4 already this week, Any help would be grateful, Thank You
