Steep driveway damage to cars.

I have a fairly steep driveway and the underside of cars that park on it scrape on the surface of the public path prior to reaching the driveway block paving. The kerb is a dropped kerb. I spoke to a local builder and he said he could reduce the steepness of the block paving but the public path would first need to be levelled a little. Is this something you could consider?
