Blocked culvert causiing flooding of Totters Lane

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 6686497.

This is an ongoing problem, the culvert beneatht the access to the scap yard is blocked, causiing water flowing northwards along the watercourse to discharge onto the carriageway where initially it follows the east channel. Immediately north of the M3 the water washes across the carraigeway. Last winter this caused the road to ice. It is recommended that if the LLFA encouragea/enforce the scrap yard owners to clear or replace the culvert, the highway flooding issue will be solved.
