Possible sewer issue - developing void/sinkhole?

Outside the Ibis hotel, around a manhole, all the paving slabs are disturbed. It is only around this manhole. The area looks to have sunk. I have seen issues like this before due to a failure in the sewage or surface water system beneath. There could be a void developing beneath and eventually a sinkhole. I’ve seen this happen before. Government guidelines indicate that the council should co-ordinate with relevant utilities to identify a possible cause.
