Overhanging Willow tree

The Willow tree belongs to 46 Lyne Road which is tenanted. The tree overhangs our property (48 Lyne Road). We have had tree surgeons to cut back some of the overhanging branches on our property at our expense. The tree surgeons say that the tree really needs pollarding as it has got too big. Most of the remaining tree overhangs the roadway. The double decker buses that pass on Lyne Road hit the overhang every time. It could prove a risk to road and path users if a branch breaks off, I understand that trees should not be lower than 5.2 m. The overhang is almost to the ground! I can provide photographs if necessary, I have contacted the tenants but they are not willing to contact the landlord. They say that the landlord has told them (the tenants) that they are responsible for garden maintenance. The tenants have 'had a go' themselves at an Ash tree adjoining their house (on the public highway) .Tree surgeons have said it is terrible and was a very dangerous thing to do as amateurs.I have photographs of this too.
I would like the Council to investigate and, preferably, write to the tenants requesting that they get the landlord to pay for appropriate action to the Willow. I understand that the Council would do the work after a certain stipulated time if the owner does not do it and then bill the owner? I have the name of the tenant but not the landlord. All I know is that he lives in Scotland.
