Street cleansing rubbish bags ripped apart

The street cleansing (white) rubbish bags left by the roadside for collection are being ripped apart overnight, possibly by foxes, leaving the waste spread across the pavements and carriageway. This has occurs on numerous occasions over the last few months, most recently last night.
