Lid of small drain in middle of path is permanently protruding

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 6677585.

A small drain cover is permanently protruding into the path from they Heyford hill roundabout towards Sainsbury's. Someone has covered it with a traffic cone for a month now but the drain cover is not secure and is blocking some of the path.
