Remains of metal bollard now sitting flush to ground. trip hazard

This metal flap for securing a bollard doesn't sit flush to the ground causing a trip hazard. I have witness 1 person trip on this already. Also it is often covered by leaves making it less visible and more of a risk. Either needs removing or work done to it to ensure it sits flush to the ground. Found at entrance to Queen Square, on the Queen Charlotte Street corner.
