Cars continuosly parking on the pavement blocking access

Every day cars park opposite the garage on where the pavement bends blocking the pavement. Today they have blocked off all but about 30cm. A wheelchair user or pram can´t pass by and can´t access the road either because the other legally parked cars are too close together to pass through.
