Massive 100cm pothole and exposed sharp metal manhole cover near sharp corner

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 6674398.

This is a massive 70cm x 100cm pothole about 5 cm deep with an exposed sharp metal manhole cover that ripped a 1 inch hole in my front tyre when a white van, came at me fast around the corner and would not stop. That lane is a single vehicle road not suitable for two cars. There was a place he could have reversed into on the corner where the building site is, but he did not. When I realised he was not stopping I turned my wheel to the left and went onto the sharp metal manhole cover which ripped a one inch hole in my front left tyre.
