Dangerous Queues on main road

When this refuse site is busy, which is much more frequent these days as they are now closed on Tuesdays and Wednesdays, large queues develop just over the brow of the hill leading up to the site entrance. This is an 'A' road and therefore national speed limit applies. Vehicles coming up from the Essendon roundabout CANNOT see the queues forming and have to take aversive action often at high speed.
