Big drain cover is not over the drain

There is a big drain cover, this is not over the drain (and are gaps around the sides, that although on the verge, things or children could fall into )

This cover is very large concrete, and I could not safely move. Its not far from the ST John's sign (as shown in one of the attached pictures, although not sure if it was uploading correctly).

As this area floods, and there was a report of flooding, nearby, we're not sure if someone was looking at drainage & didn't put the cover back.
