1 Owner has taken up all parking

1 owner has taken up all the spare parking for visitors & other residents, for over 2 months now! This owner already has a 2 car driveway & still takes up all of the available public parking before parking in their own driveway! They have been made aware of this problem multiple times (by note & in person), & have started showing up with even more vehicles! Pictures show that this owner is treating the parking spaces like a living space! Owner only continues to cause issues for other residents & shows no remorse in their actions! Owner also parks infront of my driveway, making it impossible to access! This issue needs to be resolved a.s.a.p as this owner has been causing me to feel unsafe in my own property!
