Bin not been collected in several weeks

The recycling bins have not been emptied in weeks, not since September. This has resulted in serious overflow. There was a storm last week that sent this rubbish flying everywhere. The back court is now covered in litter and attracting rats and is unsafe and disgusting. Missed bin collection reports have been made but the automatic response of 'we know about this problem' does not offer any help or result in a positive outcome.
