Van dumped on pedestrian pavement

This van has been ‘parked’ here full of junk. It encroaches onto the pedestrian footpath and is deteriorating and certainly does not look legally compliant with MOT standards. It looks dreadful and given the general abuse of pedestrian footpath by a proportion of vehicle users should be removed. Since when is it acceptable for any trader to park their vehicle on a pedestrian path on a permanent basis?
