Multiple refuse bins on road extending well across one carriageway now

Sent to Bromley Council less than a minute later. FixMyStreet ref: 6652189.
These have been here for weeks now and extend well out of one carriageway and other bins have been added. Also obstructing turn in and out of Capel Court Flats car park. There is NO reason for multiple refuse bins to be on road. An abandoned, untaxed and No MOTed car has also been parked next to bins for weeks now.

These bins are still on the road, there are now more bins, the metal barriers are still on the road. People are now dumping rubbish around the bins and they are still very much blocking the public highway and causing an obstruction for cars turning in and out of Capel Court flats car park.
