Block carriageway sunken around drainage manhole cover

This has been ongoing for months where the block carriageway has sunk around a drainage manhole cover, eventually a team from the council came out to put cones and signs around it to make it safe and has again been left for some time, this is causing such a nuisance for residents trying to get around the signs and cones and is becoming even more dangerous, the signs have no sand bags holding them down so the wind is just blowing them down. This is also blocking access to a neighbouring homes driveway causing significant issues for there parking. No consideration from the council has been given to the local residents at all and this is becoming a joke now. Can someone please come and repair the carriageway.
