Car blocking footpath

This footpath is constantly blocked Monday through Friday. My daughter, who lives in Laylands Court, and I are disabled. I have trouble getting past in my mobility scooter. I can drive on the grass verge in the summer, but when it has been raining, the wheels slip, and the scooter gets stuck. Is there a chance you could put some yellow lines by this block of flats? Many thanks.
