Bins obstructing highway

There is a persistent problem on the street of deliberate placing of bins on the road, presumably to reserve parking space. Increasing numbers of houses are beginning to follow suit. This constitutes highway obstruction and is an offence under the Highways Act 1980. It is making parking even more inefficient and difficult on an already congested street, blocks pedestrian access, and obstructs passing places for vehicles in a dangerous way. As the bins are numbered, perhaps residents could be reminded of the importance of proper storage of their property.

The bins are well organised on the street to prevent road parking. This has been going on for a few days now and I am reporting the issue backup the bins are a hazard and the delivery driver last night complained that he almost had a bad day.
