This footpath has a padlocked gate blocking access

I reported this a year ago. It has either not been addressed or has been blocked again. This gate is padlocked so people cannot access footpath or leave footpath.
This is one of only 2 foot bridges across the river and is useful alternative when cattle blocking second bridge. Personally I think this is Hart Council not Hampshire what3words///sound.waxes.robes
