Pavement obstruction

The driver of this wagon has been parking here for months totally blocking the pavement on the entrance/exit to chetton drive WA76RA, notes from residents have been put in windscreen, it has been reported to the company that owns the wagon and emails have been sent to Halton Borough Council highways dept but we have had no response, the person that drives the wagon doesnt even live here, we as residents need to use the pavement as it is a busy area where alot of traffic enters and exits the close please help with this issue before there is a serious accident Thankyou
