Non-standard blue Rubbish Bin full needs emptying

Sent to Luton Borough Council less than a minute later. FixMyStreet ref: 6642002.

After our litter picking on Saturday, we found a bin on South Rd, on the tarmac on the ring of the entrance to the Medici Medical Practice. Mostly recycling, but who knows. Can the Council bin collecting men, kindly empty it as black bin rubbish, even though it is not a standard Luton bin? We cleared the pavement on Saturday, but it will otherwise probably fall over in a high wind and dump rubbish again. The bin was full 2 months ago, and has not been emptied since.
