Not sure how this issue can be addressed as drivers need to park somewhere to take their kids to schools, however the junction is packed with parked cars around school times and it is very difficult coming out of West Hyde Lane onto Denham Lane.
The lane is used as an M25 bypass as so is very busy at those times so alongwith limited visibility you also have to deal with kids jumping out of cars.
It is a particularly dangerous junction and cars line the corners.
This sort of issue is normally dealt with by the police (rather than the council), having blitzes on the school run vehicles. Inconsiderate parking seems to happen at every school these days (in my day, you walked or got he school bus).
Any council involvement would involve traffic regulation orders, which are too long term, and require too high level decisions, to be within the scope of FMS (e.g. see the bit on speed bumps and pedestrian crossings, on the help page.
