Blocked drain causing flooding

Sent to Hampshire County Council less than a minute later. FixMyStreet ref: 6634639.
Yet again, a surface water drain cover is blocked with fallen leaves. The photos show that water is running _out_ of the cover and down the road. Heavy rain is forecast for tomorrow (Sunday) afternoon, which is likely to flood the road and do further damage to its surface.
This problem is historic; there are open reports in this area dating back to 2016.

The problem is still present almost every time it rains! The root cause is that leaves aren't cleared from paths and gutters frequently enough during Autumn. They accumulate in the gutters and rain sends them into the surface drains, eventually blocking them. The County Council have marked this report as "No further action" which doesn't help. The usual result is a pond in the road at the foot of Monteagle Lane. This damages the road and pavement surfaces, and can cause danger to drivers cyclists and pedestrians - especially when there are subzero temperatures.

Monday 24 February 2025; situation unchanged, with water pouring out of the blocked drain and running down the road. Other road drains are also blocked with leaf litter, causing flooding on the road at the foot of the slope. In addition, the shape of the walkways there cause big pools of water and leaf litter to accumulate; these are a further hazard to pedestrians passing or crossing the road. The surface drainage in this area needs adjustment to prevent the pools - some reshaping of the walkway, or extra surface drainage there, may be needed.

Wednesday 26 February 2025: in addition to leaf litter, some of the road drain gratings are blocked with mud after the recent works to correct a leaking mains water pipe. The people mending the pipe excavated earth and left it to wash down the road in the rain. The resulting mud ended up going down the gratings that were already partially blocked with leaf-litter (as they aren't cleared out frequently enough).
