Lots of litter in lay-by near lorries

There is always so much litter along this stretch of road, particularly in the lay-by with the lorries. It would be great if they could finally clean this up and along the hedges/grass area with some litter picking. Could they also add more bins as they clearly get over filled.

Updates

This whole area is constantly used by motorists who litter and fly tip rubbish. The levels are embarrassing. Can this area be coned off for a period of time and local litter pickers (me included) help deal with this issue.
