Street light is permanently out problem

FixMyStreet ref: 6628075.

I've tried to report some street lights not working on GCC's fixmystreet website but it won't allow me to report the location because it's not on a public road. It's on a path by the canal in Hempsted which I'm told is owned by the C&RT. Are the lights their responsibility or the County Councils?
