Cars parking on grass verge which is always overlooked for maintenance due to cars parking on the entire grass area due to wooden bollards that were in the pavement have been broken down to stumps and instead of replacing them it has been over

I have successfully asked for all the long grass and nettles to be cut down this week ( historically it is neglected when all other council owned grass verges around it are cut ) Rats were seen and cars are parking on the area causing an obstruction to pedestrians and cars turning the corner . Please can the area be assessed for bollards to be replaced within the pavement where they historically were to prevent the cars mounting the pavement , an elderly person was neatly hit whilst on the pavement yesterday ,when a van parked on the grass pulled off onto the pavement. This is not the first time this has happened , a child was walking on the pavement and a parked car again pulled off the grass onto the pavement to enter the road , i am concerned we will have a fatality if this situation continues .
