Debris all over footpath and blocking drains causing flooding

A large tree and overgrown bushes from a private garden are creating huge problems on the footpath in terms of falling debris that is blocking both the footpath and the road drains, causing flooding. The tree is large.. overhanging the road, obscuring the streetlamp and dropping pine needles everywhere.

    I put in a new report today as the drain is now totally covered/blocked causing flooding when it rains. See me photos.. you can't see the drain at all.
