Flashing street light Romans estate agent, market place reading RG1 2DE reading

There is a street light attached to side of building at second floor level, above these business premises. It is currently winking on- then off again- very slowly. So it remains on for a while, then off, then on, etc. This problem has been continuing for over 6 years. The building which houses this lamp on its exterior has some scaffolding, but it do not prevent access to the light. This area of town is very dim at night, but is surprisingly busy with night time economy, so we do need the few lights that are here working! Thank you.
