Severe Flooding 74-76 Elmers End Road
Reported via Android in the Blocked Drain category anonymously at 10:59, Mon 14 October 2024
Sent to Bromley Council 35 minutes later. FixMyStreet ref: 6611992.
This has been ongoing for months. Every time it rains, the drain which is blocked forces the water to pool over the road, encroaching the pavement and causing pedestrians to get soaked every time a vehicle drives through it. It needs to get fixed. The drain clearly can't deal with any form of water entering it.

We have investigated this report and assessed the issue to be the responsibility of Thames Water. We have therefore referred the enquiry to Thames Water. Issues with Thames Water infrastructure can be reported directly to Thames Water via: https://www.thameswater.co.uk/ help/ report-a-problem
State changed to: third party responsibility

This is still ongoing, and I've visited Thames Water's website to see if any updates have been made and NO reports have been filed for this location. In fact, when I went to create a new report, I was met with the following message: "Please contact your local council. Roadside gullies are the responsibility of your local council." So who is responsible for this blocked drain as Thames Water seem to believe it's the local council (Bromley) and due to the weather we're getting today, it's once again blocked, creating a major hazard for pedestrians and drivers.

Bromley have inspected our gullies, but believe the issue is a blockage within the Thames Water Surface Water Public Sewer to which the gullies connect and have asked them to check.

Thames Water visited the location only to inform me that it's not their responsility, but Highways Agency. If this is indeed the case, I'm really not happy with the misinformation provided by Bromley Council on this. Can this be passed on to them please as I feel I'm being given the runaround on this now.

I have spoken with Highways Agency who say it's not even on their remit. Thames Water are only responsible for sewage and referred me back to my local authority (Bromley Council). On your own website, you claim "Bromley Council are responsible for highway gullies and their connections to the surface water public sewage system". So why was I sent elsewhere causing delays in getting this fixed. As I originally stated, this issue has been ongoing for at least a year.
The drain is blocked, and the surface water is being pushed over the pavement every time a car passes. This is causing people to cross over and not use this side of the road affecting trade. On top of that I've personally witnessed 2 cars on seperate occasions fail to realise how deep the surface water is and aquaplane into oncoming traffic. If that alone isn't enough to remedy this issue asap, someone is going to get seriously hurt. Given that this keeps getting reported and not being fixed - this will ultimately be on your shoulders should something happen.

Apologies for this , the asset was originally inspected and found to be surcharging water despite it not raining for a few days - this is usually a sign that the Thames Water sewer to which it connects is blocked. We will arrange for the contractors to attempt to clean the gully under the new report report 6936669.

Thanks for your enquiry, Traffic Management / Parking Restrictions will be implemented to allow the contractors access to the gullies - a date for this cannot be given at the moment, it will be as soon as it can be arranged.
