Parking on kerb obstructing pathwalk for disabled

This car has been parked partially on the kerb from the past few weeks and it is disturbing us as there has been a complaint with our neighbourhood that it is obstructing the pathwalk however we do not know who owns this and neighbours assume it is our car as it is parked infront of our house for the past few weeks. As from .gov.uk this car has expired its MOT from last month. Please help us address this matter and have this car move.
