Garden waste fly-tipping behind house in alleyway

Since May 2015 there has been garden waste dumped behind our fire escape at 236 Kings Road from neighbours 2-3 houses down Kings Road. This has been reported several times since to the council and we are still awaiting a reply or someone to take the waste away. Due to the time period of no action being taken by the council, there are weeds growing around this which are difficult to cut down.

That alley is almost certainly private, in which case the council won't do anything (although they really ought to tell you that themselves, rather than ignoring the report completely).
Assuming that to be the case, the most common ownership arrangements are that the the properties on either side own the alley up to the mid-line, or that the developer retained ownership, which could mean the owner is rather difficult to trace. The former case should be obvious from the title deeds.
Normally, if you have a right of way over that alley, in your title deeds, you have a limited right to clear obstructions so that you can exercise that right, but you must still respect other people's property.
It is also possible that your title deeds put a duty on you to contribute to the maintenance of the alley, even though you don't own it.
(Councils normally only adopt alleys that go somewhere more efficiently than the adjacent roads. The gate, visible at at least the North end on Google Street View, pretty much confirms that the alley is private, as councils don't adopt alleys which are not public rights of way, at least on foot.)
