Sent to Leicester City Council 2 minutes later

27 Bakewell street a double fronted house with a garage attached. The family living at this address leave there 2 wheelie bins out on the street 24/7 all year round, they use the bins to block road so that they can park there vehicle. (1 0f 3 vehicles) one bin has no shutter on it, due to which there are flies flying around and on number of occasion on windy stormy days the bins fly around on the street and the rubbish from it spilled everywhere on the street, a constant BAD smell is present at all times. the council have previously spoke to them and also stuck stickers on the bins to take them in but still no action from the family. As a resident on the street i have to walk pass their house on a daily basis for my day to day needs i have seen rodents at the foot of the bins and going in to the ally way which is on the side of their property. Also in the pass at night there has been foxes trying to climb in to the open bin something needs to be done Urgently please!
