Hazardous Parking

This owner of this car regularly parks like this in front of our house. Even after repeated requests they tend to park this way, causing a hazard. We have a very elderly couple as neighbours and in the event of them needing an Ambulance, it will be difficult to get through with this car parked like this. It is a problem for us as well to turn right with our car. We need some permanent solution to deter such parking.
